Overview
County Public Service Boards operate within a framework of uniform norms and standards prescribed by national law (Article 235(1)). However, many counties inherited staff from different employers (the national government, defunct local authorities and other institutions), each with its own terms, schemes of service and practices. This programme works to bring consistency, fairness and efficiency to human resource management across counties, while respecting each Board's independence.
